Zoe brings her research background to the strategy and organisational diagnostic and design projects she leads at our firm – this helps her ask the right questions, understand the critical issues and context, and develop practical solutions.

Zoe has extensive experience leading organisational change, strategy development, and reviews of organisational performance. She’s adept at advising and influencing boards, executive leadership teams, and stakeholders on complex issues.

Zoe joined us in 2023, coming from Fire and Emergency NZ where she was Chief Advisor, Finance and Business Operations. She started her career in the UK, working with patients to evaluate the health service. She then moved into research management, focussing on improving how research is used to develop policy.

Examples of Zoe's work

  • Developing a levy funding model for a Crown entity to more accurately link service delivery with funding sources and to make the case for changing the levy rate
  • Organisational design for several government agencies, including engaging with senior leaders to identify changed strategic priorities and the implications for workforce requirements
  • Reviewing the response of the Natural Hazards Commission's Natural Disaster Response Model to the 2023 North Island weather events, including engaging with insurance providers and key Commission staff to identify the root causes of issues, and opportunities for improvement.
