Tom has a wealth of experience as a trusted senior adviser to core departments, Crown entities, and other public-sector agencies. His expertise includes developing organisational strategies, leading efficiency and effectiveness reviews, and advising on good regulatory practice.

Tom has more than 25 years’ experience working with clients to achieve breakthroughs in strategic direction and significant improvements in their governance and operational performance.

He also specialises in designing and implementing regulatory strategy. Tom led the landmark 2019 review of the New Zealand Transport Agency’s regulatory capability and performance, which continues to influence the thinking of governors and leaders of regulatory agencies.

Tom’s work has included advice to Crown entities and their monitoring departments on good-practice monitoring arrangements.

  • Working with New Zealand regulatory agencies in the transport and natural-resource sectors to develop regulatory strategy and effective operational practice
  • Leading efficiency and effectiveness reviews for Kāpiti Coast District Council, the NZ Transport Agency, and the Victorian Auditor-General’s Office, for significant performance gains
  • Developing operating models for WorkSafe New Zealand, Open Polytechnic, and the External Reporting Board.
