Tessa’s professional passion is infrastructure and local government. Her speciality is developing strategy, but her impressive skillset also covers all the assessment and implementation phases of major projects.

Tessa brings a wealth of expertise in strategic planning and execution of major infrastructure and public-service projects. She also brings a background in engineering.

Her end-to-end skillset has all the assessment phases of projects covered – including feasibility studies, developing Budget bids, and preparing business cases – as well as all the intricacies of implementation.

Tessa also has a sharp eye for efficiency, with experience in thorough service-delivery reviews assessing both processes and delivery mechanisms.

Examples of Tessa's work

  • Briefing councillors and local-government ELTs across New Zealand on the Three Waters, RMA, and Future for Local Government reforms, including developing governance and delivery frameworks for councils
  • Leading the review looking at the future of the Levin landfill for Horowhenua District Council, including preparing a business case
  • Working closely with the board of a large not-for-profit organisation to establish a new quasi-independent entity to deliver a special programme, including acting as the programme’s interim lead throughout the establishment phase.
