For more than a decade Sam has been helping clients solve complicated infrastructure problems both at the local and the national level. He specialises in developing business cases and designing and delivering infrastructure strategy.

Sam brings the right combination of strategic instinct, analytical acumen, and political nous to help clients solve daunting challenges. He helps them find a way through and build consensus on the change that’s needed.

Sam has advised ministers and supported central- and local-government processes, including Budget bids. He has also frequently worked in public policy, regulatory design, and legislative and regulation-making processes.

Examples of Sam's work

  • Leading the development of a business case for the Milford Opportunities Project, to create an integrated and compelling analysis of how to better manage the tourism and conservation system at Piopiotahi Milford Sound
  • Leading the development of policy research and submissions on behalf of core infrastructure-related organisations within and outside government in response to infrastructure policy decisions
  • Leading the business case for a consortium of iwi and councils to set out options for managing the biosecurity threat posed by the invasive marine pest Caulerpa. This complex business case included independent reviews by scientists and experts in mātauranga.
