Stephen is a public policy expert who applies economic foundations and a depth of practical experience to lead and resolve strategic issues. His strengths include policy development, public sector management, fiscal policy, and economic analysis and advice.
Stephen is skilled in navigating the various levers that governments use to influence and support the behaviour of market participants – such as regulation, taxation and competition policy – and the institutions and structures required to implement these levers effectively.
Stephen joined MartinJenkins in 2010, after 17 year in the New Zealand and UK public services. He has been a policy advisor and manager at the Treasury and the Department of the Prime Minister and Cabinet, and at HM Treasury and the Cabinet Office in the UK.
