A public policy, security and assurance specialist, Philip brings a strategic approach to governance, digital transformation and security issues to ensure that risks are managed appropriately

Philip is one of a small number of experts with deep understanding and practical expertise in cross-system information assurance and security.

He has held senior roles at the Government Communications Security Bureau, the National Cyber Security Centre, the Department of the Prime Minister and Cabinet, and the New Zealand Security Intelligence Service.

Philip brings a strong grounding in applying standards, policy, and regulatory frameworks. He has significant experience in information assurance and cyber security measures for government and critical infrastructure organisations.

He is skilled at navigating complexity, and at working with customers and stakeholders to solve challenging problems. 

Examples of Philip’s recent experience:

  • Government Communications Security Bureau (GCSB), manager of Information Security Policy and Research Unit – Philip was responsible for policy and assurance processes for government agencies, and led work to establish the functional leadership of the Government Chief Information Security Officer (GCISO)

  • GCSB, Assistant Director Information Assurance  he was responsible for a number of specialist information security units, for strategic planning, and for representational duties with stakeholders

  • National Cyber Security Centre, head of outreach and engagement – Philip oversaw nationwide cyber security consultancy services and security measures

  • Department of Prime Minister and Cabinet, strategy and policy advice – this included project-managing the New Zealand National Security System and supporting development of the ‘all hazards’ National Security and Resilience Plan

  • Security Intelligence Service, various senior management positions – Philip was responsible for managing investigations, intelligence collection, training, and representational duties, including for the Prime Minister, senior Ministers and officials.

Philip has a Master’s in International Relations from Victoria University, and a BA, a Diploma in Business Studies, and a Postgraduate Diploma in Emergency Management (Disaster management) from Massey University.

He is also certified in a number of professional development areas, including project management, cyber security, cloud security, and information security.
